Annual HLA Budget Meeting - August 26th

Our annual HLA Budget Meeting is scheduled for Saturday August 26th at 9:00am and will be held at Rossi Hall. At the meeting we will be sharing our normal updates on Finances, Roads, Recreation, and Waterfront and approving a budget for May 1, 2024 through April 30, 2025 (proposed high-level budget is listed below). We will also be sharing updates on our recent meetings with the NH Dam Bureau and our plans for Hidden Pond Dam and it's spillway and an amendment to our Bylaws (proposed changes are highlighted in yellow in the attachment below).

Road Repair Updates

We are running ahead of schedule and will possibly be replacing the culverts on Red Coat or Tigola as early as today instead of early next week. Please be aware and plan your travel around the neighborhood accordingly.

Road Repair Updates

Today we are going to begin the process of upgrading and replacing some culverts around the neighborhood.
Friday 7/13 we will be upgrading a culvert on upper Kings Highway. Please avoid that area if you can. Folks heading to upper Rice Brook, should use Rice Brook and not Kings Highway to get to and from their homes.
Monday 7/17 we will be looking to replace the culvert that crosses Red Coat Lane. While this is going to be done in steps to keep the road open, there may be short delays getting in and out of that road during the day - please be aware and plan accordingly.
Tuesday 7/18 we will be looking to replace a culvert on Tigola Trail (around #100). The road will be closed during this work, please use other roads during this time.
As always, please be kind and respectful of the folks who are in the roads doing this work for us.

Road Closure Monday 6/19 for Culvert Replacement

We will be replacing a culvert on upper Tigola on Monday (between the North Hidden Lake/Fox Hill intersection and Woodlot). To complete this work, we will need to close that part of the road for a portion of the day. While it's closed, please use an alternate route into and out of the association.
We expect this work to be done the same day, if there are any changes or delays, we will post them on our website and on the Facebook page.

Road Grading Begins Tuesday May 9th!

Please be aware - our road contractor will be starting our Spring Road Grading tomorrow (Tuesday May 9th). We are expecting this to take about a week or so to complete. Please be cautious on roads while this is going on and use alternate routes in and out of the neighborhood if you run into this equipment.
After road grading (in late May or June), we will be adding additional gravel to some of our roads that need it the most. Once we know the timing of this, we will let everyone know via Facebook, our website, and email.

August Budget Meeting and Wine and Cheese Social Update

The HLA Board of Directors would like to remind everyone that our upcoming Annual Budget Meeting is scheduled for Saturday August 27 at 9:00AM. This meeting will be held outside (or inside if it rains) at Rossi Hall. We encourage all members to attend.
During the meeting we will reviewing and approving the FY2024 Budget as well as providing our normal updates on HLA finances, waterfront, recreation, and roads. The proposed FY2024 budget can also be found on the HLA website (http://www.hiddenlakeassociation.com/budget.html).
If you have questions or other topics that you want to be addressed or discussed during the meeting, please forward them to [email protected] so they can be added to the agenda and sent to the appropriate Board Member.

Docks In is this Saturday April 30 at 9AM - and we could use some help!
In addition to Docks In, Mikki will be at the waterfront from 9am to 12pm so if you need a key fob, come on down. Please keep in mind that your first fob is free but replacements are $20 - bring cash or a check.

We are going to be working on clearing out debris from the beaver activity in the area and doing some other general clean-up ahead of our summer season. We are looking for a few volunteers who can join us on the land and a few that have waders or drysuits that can help us out in the water. If you are coming and can bring a bucket and shovel that would be helpful!

We are going to be working on clearing out debris from the beaver activity in the area and doing some other general clean-up ahead of our summer season. We are looking for a few volunteers who can join us on the land and a few that have waders or drysuits that can help us out in the water. Hello neighbors!
On behalf of the HLA Board of Directors, I would like to wish you a very Happy New Year!
With the new year upon us, I wanted to take a chance to share a brief HLA 2021 recap, a look towards 2022, AND (most importantly) request your help with one important topic as well....
First off, 2021 was a very productive one for the HLA - we were able to safely re-open the pool house after a year of closure due to COVID-19, we passed updated Bylaws that clarified and strengthened our stand on conflicts of interest of Board Members, we passed a flat budget keeping this coming year's assessment at $600, we were able to make several important improvements to our roads and culverts, we simplified and streamlined our billing process by adding online pay, we moved and expanded our mailbox rack after the Kings Highway bridge was replaced, and we welcomed dozens of new families into the neighborhood (35 properties changed hands since 01/01/21).
As we look towards 2022, we have a lot of work ahead of us - we will be continue to make upgrades and improvements to our roads and culverts, we are working on plans to restore the spillway area of Hidden Pond, we are expecting the expansion of fiber-optic internet to all roads in the neighborhood, and we would like to work towards finalizing plans for better utilizing the tennis court space at our June Member Meeting.
All of the work that the HLA has and will accomplish is due ENTIRELY to the work of volunteers. All of the members of the HLA Board of Directors are volunteers and in addition we have many other regular members who regularly step up and volunteer when work needs to be done around the neighborhood. We can't say thank you enough to those that volunteer to support the neighborhood and the HLA!
Here's where we need your help - we need TWO Board Members!
We currently have one open role (Secretary) and will soon have a second open role and the both need to be filled. After more than 3-years of service, Jacky Hastings needs to step down as Treasurer of the HLA. During her tenure as Treasurer, Jacky has been instrumental in transitioning the HLA from mountains of paper-records to a modern-day digital property management and billing system. We are incredibly appreciative of Jacky's support and efforts over the years and while we are bummed to see Jacky step away from this critical HLA position, we are happy to know that she will continue to be a great neighbor and member of the HLA community.
That means we are looking for a Secretary and Treasurer and it could be you! The responsibilities of those roles are as follows:
Secretary: As Secretary, you are the record keeper of the HLA, you keep the minutes of our meetings and work with the HLA President to maintain our digital records, put together and publish our meeting agendas and minutes, and communicate with the membership. You should be comfortable enough with a computer to handle Gmail, word processing, document scanning, and standard web-based programs. This role requires less than a half hour of work spread across each week outside of our monthly meetings - most of that time is spent periodically checking and following up with email correspondence.
Treasurer: As Treasurer, you are the CFO of the HLA and have the care and custody of HLA funds. With the support of the HLA President you'll make sure we pay our bills on time and stay on top of our assessments as well. You, along with the HLA President will also be the main point of contact with the HLA attorney. You should be comfortable enough with a computer to handle Gmail, word processing, and standard web-based programs. You need to also be comfortable with online banking, handling finances, and logging payments and expenses promptly. As we continue to streamline the responsibilities of this role, I would estimate that this role will require about0 30 of work spread across each week outside of our monthly meetings - most of that time will be spent checking email correspondence and logging expenses/income in Buildium. The notable exception to this time commitment will be during April and May when we receive the vast majority of our dues/assessment payments (we are working on further streamlining this for April/May 2022).
Needless to say - both of these roles are critical to the functions of the HLA. We are looking to find the right candidates to take on these roles in the long-term but would initially appoint the best fit for these roles on a temporary basis until the June Member Meeting when official elections will occur. Freezing Rain and Slick Roads

UPDATE: 10:45AM - Very icy road conditions are continuing in and around Stoddard. Our plow company is actively working on sanding but conditions are still very difficult and a number of vehicles are off the road around town. Please stay off the roads and stay safe unless you absolutely have to be out there.
With the freezing rain and cold temperatures, we are hearing reports of very slick roads both inside and outside of the HLA this morning.
We are expecting our plow company to add sand to the roads very soon but at this point, it's best to stay off the roads unless you absolutely have to be out.

While none of us knows exactly what will come from this at this time, we want to remind all HLA residents that there is plenty of room for a mailbox on the HLA rack at the intersection of Kings Highway and Kennedy Brook.
If you would like to add a mailbox to the HLA rack, please email HLA President Chris Vachon ([email protected]) for instructions on how to install your mailbox and begin mail service.

Fiber Internet coming soon from Consolidated Communications

In case you haven't heard, Consolidated Communications is in the process of installing fiber optic cables throughout the neighborhood!
While we don't have any direct communication from Consolidated on this install, the techs that were in the neighborhood last week shared that they are running fiber lines on every road in the neighborhood and that it may take one to two months for everything to be connected and residential installs to begin. According to their website, this new service is going to be managed by a subsidiary - "Fidium Fiber". More info and the opportunity to sign up for email updates can be found here: www.fidiumfiber.com/fiber-internet-Stoddard-nh. It looks like 50MB service is available for around $35 per month during the first year and 1GB service will be available for $70 per month during the first year.

The neighborhood beavers have been quite busy over the past couple weeks!
At the waterfront on Highland Lake, they created a dam that would have likely caused problems for boats come spring. At Hidden Pond they created a dam deep in the spillway that was holding back a lot of water in pond.
Both dams were successfully removed this weekend thanks to the efforts of Bryan Bruder, Dennis Crichton, Eric Tuttle, Fred Pasler, and Chris Vachon.
We will be monitoring these areas to see if the beavers return. In the meantime if you see another area that needs to be addressed, please let us know.

Docks Out: Docks Out is still on for Saturday 10/16 at 9am. It looks like we should have a mostly clear weather window for a few hours but please be prepared for some light rain. If you are able to help out for an hour or two, please join us at the waterfront. Questions about this can be directed to Fred, our Waterfront Director via [email protected].
Road Construction/Maintenance: As you have likely seen, our roads are in the process of being graded ahead of winter. During this process it has come to our attention that several members (or their contractors) have been using common road areas for storage of construction vehicles or construction materials. These vehicles and materials impede our ability to grade and plow roads and cannot be left HLA roads without the prior approval of the HLA Board. All such vehicles and materials should be removed immediately. Questions about this can be directed to Donna, our Road Director via [email protected].

Waterfront Updates: Water Levels and Docks Out

With the change in water levels in the lake, several pontoon boats at are now beached. If you have a boat at the waterfront, now is the time to check your lines and potentially remove your boat if needed. Please keep in mind that after Columbus Day, the lake will be lowered to its winter level (about 3 feet under normal summer levels).
With that in mind, Docks Out is scheduled for Sat 10/9 at 9am. We will need all available volunteers to get the docks out of the water and stored for winter. If you are around and able to help out for an hour or two, please stop by the waterfront at that time. Any questions can be directed to [email protected].

SECOND REMINDER - Annual Budget Meeting Scheduled for Saturday August 28

The HLA Board of Directors would like to remind everyone that our upcoming Annual Budget Meeting is scheduled for Saturday August 28 at 9:00AM. This meeting will be held outside at Rossi Hall with a rain date of Sunday August 29. We encourage all members to attend.
During the meeting we will reviewing and approving the FY2023 Budget as well as providing our normal updates on HLA finances, waterfront, recreation, and roads. The proposed FY2023 budget can be found on the HLA website (http://www.hiddenlakeassociation.com/budget.html).

Mailbox Move Is Complete!

If you drove out of the association on Sunday 8/8, you probably noticed that the mailboxes are back at the entrance of the association!! We will be sharing the updated "mailbox map" with the post office on Monday morning and are expecting mail delivery to resume on either Monday 8/9 or Tuesday 8/10.
Thank you to all the volunteers and community members who made this project possible both today and over the past few months!!
Special thanks goes to: Mikki De Sisto Falcone for coordinating this project and being the liaison between the town, post office, and HLA (no easy task!); Frank Stuckey and his team at Everything Under the Sun for volunteering to trim the trees where the mailboxes are now located; Brian Pratt who built the new mailbox rack; and Bryan Bruder, Fred Pasler, Lou Gilman, Marc Belland, Jim Behm, Mikki Falcone, and Jillian Vachon who all helped move the mailboxes this morning!

After consulting with the contractor that is building our new mailbox rack and the Stoddard/Marlow Post Office – we are expecting to be able to move our mailboxes back to the association entrance on Sunday 8/8.
The volunteers working on this project will do all they can to ensure all mailboxes make it to the new mailbox rack intact, but some mailboxes are in very rough shape. The association and post office are not taking responsibility for boxes that break and/or do not make the transition to the new mailbox rack if the box is not structurally sound at the start of this project.
If your mailbox needs to be replaced, now is the time to do so! If you are going to be replacing your mailbox, please email Chris ([email protected]) to coordinate how to drop off your new box to the volunteer team that will be installing them on Sunday.

As a reminder - these are volunteer roles that require several hours of work each month and the required time flexes by season in the case of the Director role based on their responsibilities.
- Bylaws Revision Vote - at our June 2020 Drive-thru Member Meeting the Board and Bylaws Committee shared two versions of updated Bylaws that primarily addressed questions around real estate agents and their involvement on our Board of Directors. The intent was for these revisions to be voted on at our August 2020 Budget Meeting. At our August 2020 Budget meeting the decision was made to hold off on voting until the June 2021 Member Meeting. Since that time, the Bylaws Committee has reviewed, simplified, and strengthened the proposed revisions to include an Ethics Policy for Officers and Directors that applies to all HLA Board Members instead of specifically targeting only real estate agents. You can find a copy of the newly proposed bylaws attached below, on our website, and posted around the community (at the the entrance of the community, at the entrance to the Waterfront, and at the Pool House). We have also put together an information web page to provide more history and context on the proposed revisions since August 2019 - you can find that HERE (2021 PROPOSED BYLAWS REVISION).

4/28/21 - Camper/Temporary Seasonal Homes Reminder
Our Restrictive Covenants do not allow the use of trailer, modular, mobile, or otherwise temporary homes without the written permission of the HLA Board. Permission for campers or other "Temporary Seasonal Homes" is only granted to members who are actively working on and demonstrating progress towards building their permanent home and is granted only on a seasonal basis from May 1 through November 1 each year.
In the past, members seeking this permission have had to wait for the next HLA Board Meeting to be approved but in an effort to expedite this process, we have recently moved this process online. If you own lot in the HLA and would like to have permission to use a camper or other temporary seasonal home on your lot this summer while you actively building a permanent home, please e-mail [email protected] for more information.

4/15/21 - Plowing
Hi everyone - We are expected to get up to 10” of snow starting at midnight tonight. Because the roads have not yet firmed up from our mud season, and because the anticipated temperatures are above freezing for snow, our plowing contractor is recommending to not plow until we hit a large accumulation (4-5 inches) on the roads. They’re concerned if they plow continuously like they do in the winter, it will do damage to the roads.
Please be aware of this and plan accordingly, and email the road director at [email protected] and/or any other board member to alert us if you feel a road is approaching impassable. We will ask the plowing company to dispatch a truck.

- Boat Slips Renewals are tied to an on time paid assessment and paid boat slip fee. The due date for the assessment and boat slip fee is May 1.
- New Boat Slip Requests are tied to an on time paid assessment, paid boat slip fee, and availability of a slip. The due date for the assessment and boat slip fee is May 1. We will not know which (if any) slips are available until May 1st. It may take us a few days to process through payments and let you know if you have a slip for the upcoming season or if you will remain on the wait list.

2/27/21 - Road Updates
The warmer temperatures and today's rain have created some slick road conditions - our plowing company is on the way to sand the roads.
On Monday road repairs will be done at the entrance of Kings Highway (right where it goes from paved to dirt). If there are other areas that need to be addressed or fixed, please let Mike ([email protected]) or Bob ([email protected]) know - they are temporarily coordinating any roads issues.

The latest updates on the website indicate the northern section of King's Highway, Rice Brook, Red Coat, and Scenic could be added to the plan. Check www.stoddardnh.net for details.
As mentioned previously, the board did not find favorable financing to pay for the construction to extend the FiberCast offering to the entire neighborhood.
The areas that are in-scope currently are:

Scenic Dr
King's Highway
Rice Brook
Red Coat
Tigola through Beaver Lake Dr.
The latest stimulus package(s) have additional CARES money which, if FiberCast is granted, could expand the construction to include most or all of the HLA neighborhood.

During beta, users can expect to see data speeds vary from 50Mb/s to 150Mb/s and latency from 20ms to 40ms in most locations over the next several months as we enhance the Starlink system. There will also be brief periods of no connectivity at all.
As we launch more satellites, install more ground stations and improve our networking software, data speed, latency and uptime will improve dramatically.
Check out starlink.com for more information and to sign up. The install is $549 including S&H and the service is $99/mo.

1/4/21 - Mail Delivery Hits a SNAFU
Hi all - like many of you, we have heard there have been issues with mail delivery the past few days. Today we were able to get some updates from both the post office and town hall. Here is what we know:

As you may have guessed from the signs that have gone up, the culvert replacement project on the town-owned portion of Kings Highway just before our development is about to begin!
Please note that heeding the stop signs is going to be even more important now, because there will be people working there most days, even if there's a little weather.
The crew will first be building a temporary bridge to the side of the existing road so we can travel back and forth. This will be a one-way/one-lane bridge, so please practice being polite and cooperative! It's expected to be 14 feet wide to allow for wider loads.

Stoddard Food Pantry
The fire station in Stoddard hosts a Food Pantry from 9a to 12p every Saturday. Each person will receive a care package of food. If you do not have the means to travel and pick up please contact the board and we will make arrangements to have it delivered to you.

The latest updates on the website indicate the northern section of King's Highway, Rice Brook, Red Coat, and Scenic could be added to the plan. Check www.stoddardnh.net for details.
Broadband internet update:
In order to get the monthly payment to be reasonable for the association, we need real estate as collateral. Even then, we're looking at needing approximately 150 subscribers to cover the monthly payment on a loan. So currently, we are exploring other avenues. The latest update from Fibercast indicates Scenic Dr and Red Coat, as well as King's highway until it hits North Hidden Lake are likely to be covered. There is work right now to extend the CARES act through 2021, which will open the window to apply for additional funds, which could solve the construction problem.

The most likely scenario is the association pays part or all of the cost with a loan, and FiberCast customers pay a small $5 - $10 fee per bill that goes directly towards the loan until it is paid off.
Q: Why is Nelson included in the plan if the grant was for Stoddard?
A: FiberCast won multiple bids. One bid is for "Stoddard" between Rt 9 and 10 along 123, and a separate bid they were awarded takes them down to Munsonville.
Q: When can I sign up?
A: Now - the pre-order form is available on the website referenced above.

As many of you know, the state has ordered the replacement of the culverts at the mailboxes, and there has been a 10-ton weight limit there for some time (excluding fuel). According to the town manager, the replacement project has been approved for expedited permitting, and the town is currently waiting for a permit to work in the water after October 1. So, this is progress! We'll continue to share updates as we get them from the town.

Pool and Pool House Update:
Hello residents,
The board has made a decision to keep the bathrooms and pool house closed, due to COVID-19. We apologize for this inconvenience, but the decision is a result of the following:
We will continue to receive guidance from the Governor, CDC and department of health, and plan to update this guidance as soon as it changes. We do hope to have a pool season for the summer.
Note that we may have some cost savings by delaying the pool opening; these funds will be invested in improving the pool area / pool infrastructure.

King’s Highway is being posted with a 10-ton weight limit. This is at the state’s direction, because the culverts on the town-owned portion of the road (at the mailboxes) have deteriorated. No plan has been finalized for work there yet but the town has asked for expedited planning and review to resolve this issue.
The signs are not yet up, and we have reason to believe the posting won’t be enforced until they are, but plan ahead if you expect to move equipment in or out in the near future. Fuel trucks are being excluded from the weight restrictions at this time.
If there is an emergency or other reason to move equipment that weighs more than 10 tons, contact the Stoddard Town Office at 603-446-3326, extension 100, or David Vaillancourt.

Docks Out!
Sadly, it's that time again. Veteran members of our dock removal crew will be at the waterfront Saturday, October 12, from 9 a.m. till around noon, taking out the docks for the winter. Volunteers are needed to help with the project and to learn how its done for future years! It's always fun to see if anyone will fall in, and to get to know your neighbors while helping the whole community by doing this necessary work. Coffee and breakfast buns will be provided! |

Come to the waterfront at 5 p.m. Saturday, Sept. 21 to wish Dian Mathews a fond farewell! Dian was Hidden Lake Association's secretary for 8 years, providing continuity across a number of different boards, is the chair of the town planning board, and
is the District 3 director of the NH Federation of Garden Clubs.
It is our loss that she and William are moving out of town

Annual Budget Meeting was Saturday August 31

As a result of the new budget, the assessment has been raised to $600 per lot.
