- Donna has asked if the Board considers horses livestock
- HLA Covenants Section II does not allow for horses to be kept

- Can Covenants be modified with a majority vote of the Association?
- The Board has received legal input previously that says 100% association
approval is required. Donna was asked if she could pass along any information about more recent case law that may be pertinent to this issue.

- Camper being used while building on his HLA Lot
- Personal issues are preventing progress
- Working with builder "Doug" to begin the process but COVID-19 has also impacted his ability to proceed.
- Paul is requesting an extension to keep his camper on his lot until November 2020.
- Paul will apply for an extended building permit. The current permit is valid until December 2020.

- The Board is researching assessments on a case by case basis to be sure assessments are consistent with deed requirements.
- The Board has received several questions about 2020 assessments from residents.
- Merged lots prior to 2014, and JLN questions are being addressed by the Board and the Board Attorney.
- Deed research and specific information affecting decisions about assessments will be linked to the Property in Buildium.

- The CDC guidance is to keep public pools closed through phase 3 opening plan. DES suggests treating our association pool the same as public pools.

- Manual on/off valves may still be required daily, but could be automated.

- Nine residents with boats were on the wait list. Four have been assigned spaces at the waterfront leaving five unassigned.

- No updates on the bridge and mailbox situation until the Town of Stoddard meets and approves a budget.
- Grading was postponed due to lingering frost. There is HLA budget to begin grading. A culvert on King’s Highway will also be replaced during the grading process. Grading will begin in the next two weeks.

- Lexie Currie provided an updated version of the Bylaws for Board review with suggested changes highlighted. The Bylaws Committee is asking for Board direction regarding conflict of interest for Board Members who are Listing and Buyer Realestate Agents of property in the HLA.

- The dam was blocked with debris mostly caused by beavers
- Progress is being made by a group of HLA volunteers and the dam is now flowing
- A “beaver deceiver” is being considered to prevent problems in the future
- HLA may qualify for a 50% grant to help offset the cost of a future solution

- ○ A wooden walkway may present safety issues

- ○ A camper was moved onto their property in March 2020
- ○ They plan to build a garage with sleeping quarters in the next year and install a well
and septic system, and a permanent home in the mid-2020’s. - ○ The Board will request additional documentation that shows a plan and active
progress toward a permanent home. - ○ Board consensus was to allow the Alexanders to utilize their camper from May 1,
2020 to November 1, 2020 during the building process.
