HLA Officers present: President – Dick Scofield, Vice-President – Bill Osterhout,
Secretary – Dian Mathews, Directors - Donna Moxley and Mike Kelley.
32 voting members signed in.

President’s Message:
Thank you to the board members for donating their time to keep HLA running smoothly. Thank you to the following members:
Bryan & Pam Bruder for their attention to the waterfront,
Bob Warner for fixing the culvert on Kings Hwy at no cost,
Nick Cashorali for cutting trees and removing debris after the
last big storm,
Brian MaGoon for taking care of our beavers.

TREASURER’S REPORT (Note: Jack Page resigned; he sold his house Friday afternoon) – Report given by Dick Scofield
*Thank you again to Tracy Noga for doing a review of HLA’s books. (Her recommendations and the Board’s response are on the HLA website.)
*Account balances: Checking = $91,621.82
Emergency CD = $37,458.68
Rainy Day Savings = $13,638.31
Unspent Boat Fees = $6,768.88
Reserves/Holding Savings = $15,983.29
*Current Past Due = $30,983.90 There are 36 past due members. Dunning letters will
go out in July. Interest accrues from May 1 as per our Covenants and advice from our
attorney. (Our attorney’s fees are paid by the past due member.)
*6 members have past due accounts from last year. We have a firm payment schedule
with 2 members. Our Attorney, Gary Daddairio, has sent “Memos of Lien” to them.
ROADS (Note: Director Sam Kazcka resigned one month ago.) – Report given by Dick
Scofield
*The road grader says our roads are at the end and need gravel desperately. Dicks
recommends that the new board start a 10 Year Plan to fund 1 mile of gravel per year
for the next 10 years. (We have 9.6 mi. of roadway.)
*We will have the next grading done right before the ground freezes so the plowing can
be done.
*We have received 2 bids for plowing. The board will make the determination for a
plowing contractor for FY 2017-2018.

RECREATION – Mike Kelley
* The new pool liner has not been put in yet due to very high water levels.
Hopefully, the job will be completed this coming Tuesday, June 27.
* The pool stairs have been repaired for $6-10K less than replacing them. (The steps were
fiber glassed over.)
* We had 3 jets fixed (last yr. we were down to 1 jet) and are on budget.
* IMPORTANT NEWS: The pool company says we are on our last repair of this 30 year
old pool. We got 11 yrs. out of a liner which has a 6-10 yr. life. The right PH level
has extended the life of our last liner, plus lots of emergency patching (Thank you,
Roy.)
*The board will look at a 10 year savings plan for our pool update.
*We are planning to get another solar panel ($100) - we will have 4 total. The pool
temperature averages 80 degrees+.
* NB: Our propane is used when the tempos get low and it’s cloudy. The 4th panel might
eliminate the need for any propane. PROPANE USE (ACTUAL) 2015: $2,731.78
2016: $ 588.13
2017: $ 255.73
* It will be posted on Facebook and our HLA website when the pool is OPEN.
WATERFRONT – Donna Moxley
*Thank you to the following people who volunteered their time to put in our docks:
Jason & Heather Hastings, Bob & Mike Frietag, Bill Osterhout, The Gallaghers,
Mark Belland, Mike Kelley, Dave Stentrum, Paul Kramfert.
*A thank you to the volunteers who did the mowing at the waterfront until we found a
mower: Bob Freitag, Mike England, Brian Bruder and Bill Osterhout.
*We have contracted Roy Morotta to be our mower for this summer season.
*A clarification of our Boat Slip Rules:
1. If you have a slip and you pay you assessment by May 1, the slip is still yours.
2. If you buy a house, the seller’s boat slip is yours THAT season. You must complete
Step #1 above to keep that slip the following year.
3. The POST MARK on your envelope received by HLA determines your place on the
assignment list.
4. If you want to change your slip, you say so on the form you receive with the
assessment bill. You will be put on a waiting list, if necessary, for the new spot.
*Bryan and Mike K. have back-up dock boards incase any fail. They are kept in the shed.
*IF YOU HAVE A SHORELINE BOAT SLIP, PLEASE BE VERY CAREFUL WHAT YOU DO TO THE SPOT. NH SHORELINE RULES ARE VERY STRICT. YOU MUST NOT USE PRESSURE TREATED WOOD AND YOU CANNOT BUILD ANY
PERMANENT STRUCTURE.
*The tennis court is unsafe. It is very expensive to fix. The board will determine what
should happen next to that area. PLEASE CAUTION ANYONE WANTING TO USE
THE TENNIS COURT THAT THERE ARE RAISED CRACKS.
BY-LAWS REVIEW COMMITTEE – Dian Mathews
*Our lawyer has been looking at our Association documents and cautions doing anything
with the Covenants until he is sure we know what is correct. The By-laws can be
reviewed. Anyone who might be interested in reviewing the By-laws and perhaps
creating Standing Rules of Procedure please see Dian to sign up for that committee.

1. Donation:
MOTION Bob Freitag/Roy Marotta: “We move that HLA donate $100 to the
Highland Lake Unified Association.”
MOTION AMENDED Paul Kramfert/Mike Belland: “We move that HLA donate
$300 to the Highland Lake Unified Association in honor of Joe VanShaik”. CARRIED
2. Donation:
MOTION Bob Freitag/Jason Hastings:” We move that HLA donate $100 to the
Stoddard Olde Home Days.” CARRIED.
3. Noise Complaints
There have been two complaints about fire works. Neither person is present.
Dick called the State and the Town of Stoddard. Neither entity has any regulations about
noise from fireworks. The State Troopers will not come to a site unless there have
been MULTIPLE complaints and not until 11 PM. HLA is a recreation community
and we have no jurisdiction over fireworks. PLEASE CALL THE POLICE WITH
FIREWORK COMPLAINTS.
4. Sale of HLA Property
MOTION Roy Marotta/Nick Cashorali: “We move that the board presents the
members with a written proposal regarding sale of HLA property, including the tax
assessment from the Town of Stoddard.” MOTION WITHDRAWN.
*For the August meeting the board will look into the parcels we own and what we pay
in taxes. Dick will make a map.
* M. Bellanger wants to come before the board to relate how his land purchase
occurred.
